How do we get RPM's ratings to increase to a higher level?

I'm of the of the opinion that with high enough ratings, RPM could save the PR franchise. But the ratings have to be really, really high for this to happen. Now what could we do to make sure the ratings get to that level? The link below is along the lines of what I'm thinking. Make sure to read it carefully.

The chances of getting RPM to increase ratings seem kinda slim to me because of the timeslots on different ABC stations. Some air it at its normal time, some at 5:00 & 5:30 AM, some at 4 & 4:30 AM, some at 6 & 6:30 AM, and some don't air it at all due to the some stations only wanting E/I shows for kids.
