Maybe the commander dopants could be part of a gang that abuses Gaia memories together?

Something like that, yeah, but instead of weakest to strongest, strong to strongest...so the fights get more progressively harder as they go up the ladder.

What I'm thinking is they could be a group working in the shadows manipulating all the Gaia memory activty in the city, perhaps a group linked to Sonozaki Ryubee...

That's my line of thinking anyway, I don't wanna give away ALL of my secrets.
