Ok Ep.31, in 2008, after Nago learning that Wataru is Kiva, Nago takes Wataru on his apprentice. Also knowing the truth, Bishop forces Mio to fight Kiva without revealing who he is. While this occurs, Megumi researches on the 1st generation Blue Sky Organization to find Rook's weakness, using the IXA Knuckle to acomplish her intent when her brother is in danger.
In 1986, Yuri makes a plan to defeat Rook by using the IXA Knuckle herself.

Technically, Otoya is the second user of IXA. Followed by Yuri (possibly), then Nago, and then Ryou (AKA Spider Fangire), and then Megumi (possibly).

I don't know how you came to the conclusion that Megumi was the second user, assuming you have been watching Kiva.
