Probably not. Last Terebi-Kun had pictures of Ixa riding Ixalion and wiping Kiva out, which is exactly what happened in 11. Now, Kiva came back with BronBooster in 12 and got revenge, so Kiva will probably do the same with Dogabaki Form and get Ixa back for stealing his festles.

The new rider is like an abominable snowman! Hope it gets better, concept art can't always be final, like Garuru's. I hope the movie is medieval themed, that would fit the genre.

The form we apparently saw, the one that looked very regal, is said to be called "Emperor Form".

The new weapon responsible for this form is called the DatsuRod.

It seems to have to do with the Checkmate 4.

Kiva needs them to go to Castling Form. IXA might need them to go to 13 form.

9 + 4= 13


And obviously, the power up stuff has "occult" written all over it.

Kamen Rider Digan, may be a purposeful mispelling of the word "Deacon", maybe hinting that the rider is some kind of monk or priest.
